So the people have paid NZTA to put in the passing lanes and they now are
going to close them at the busy times?

There is no metion on consultation or how much more impatient this will make the
motorists.

Maybe it is a case of more passing lanes needed. Longer passing lanes to allow
all the traffic to get past the slow traffic.

This has been a common practice on parts of SH1 north of Wellington
where short passing lanes were closed at specific times (such as
Labour and Kings Birthday weekends). The reason is that the backlog
generated by merging lanes is so great it created a problem because of
traffic volumes. Closing the passing lane eliminated the cause of the
backlog.

These closures were infrequent and probably included peak days over
Xmas.

The ultimate solution is replacement of said passing lanes with 4-lane
highway stretches.
