That seems about right if the past 50-odd years is anything to go by. So why not examine that history for a moment, bearing the following in mind:

Indentifying the source of a problem and its causes goes more than half way towards solving it.

So what fundamental, endemic problems lie at the core - the epicentre - of our Health Services failures, and how should they now be corrected and resolved?

The problem at the core keith is inept politicians of all stripes and as with any health system it's ability to swallow money faster than a politician can spend it. We need to offer incentives so trained staff don't go overseas were conditions are better. Less admin and more frontline staff needed!

We need a government that acknowledges we have specific Health-related
issues - inadequate resources and the increased staffing levels should
additional resources be provided (think ICU beds and hospital
resources, doctors and nurses etc). We need a Government that uses
our history only as a research resource to generate credible
corrective actions rather than as a political point-scoring resource.
We need a Government that has a credible delivery track record.

Labour and National don't meet these criteria, but National shades
Labour in delivery (but NOT on Health issues).

With respect, the immediately foregoing states a need, and then some. But none of it identifies the fundamental, endemic problem that lies behind that need. Until those failures are confronted by sure-fire policies that will eliminate them or at least considerably mitigate them, there can be no secure, long-term remedy for the health service or any other critical public-service outfit for that matter.

There is not a zero-productivity rentier, speculator, monetiser, casino owner or any other wealth-extract you can name who will gainsay you, this being punitively evident to those not only with eyes to see and ears to hear, but having no roof over their head to call a home of their own - for life. And no, it's not all down to the RMA, either - that fig-leaf fallback of those earlier-times, sitting pretty, boomer and beamer freeholders who have (relatively speaking) never had it so good.

I would ask the front line workers, nurses and Doctors working in the
system. Keep the politicans at the other end of the 40 foot barge poll and
get the workers to give a list of reccomendations, then supply the money to
make it happen.
Ah yes, the money! Always the money! But what money? How much money? Whose money - our own honest, real-productivity money or someone else's printed paper-backed money, conditionally loaned at a price, of course, so never actually ours that's honestly, productively earned?

That's right - you're right back to where it all starts: this country's 50-odd years of death-watch economic history and how it has left this country a low-waged, undernourished economy with hilarious pretensions to a Monte Carlo lifestyle (e.g. every other fucxen pandemic news clip is of some glitzy zero-productivity Auckland café or other equally meretricious example of New Zealand's frivolously recreational attitude to what might be otherwise be genuinely productive industry and endeavour had Kiwis the honesty to admit it. You only have to look at a breakdown of any latest GDP report to see it there in all its telltale detail.
