What he really means is that there is a 0.2% chance of flooding in any single year - see:

A problem shared by every country in the world Keith. The claim from the Mayor has been made by many including the same sorts of idiots in briain and the UK :)

1/200 is 0.005 or 0.5% chance yes?

People are slowly learning that rivers have flood plains which they need to
use every so often. Fighting nature is somewhat stupid.

Particularly as the article also says "Such floods had happened
relatively frequently in the last decade and would only get more
common as climate change continued."
